That letter doesn't make sense so I would definitely look into that as fraud. I don't know of any letters being sent out either. There is even a topic on the IRS site that tells people most everything is online only.
You should look at some previous posts and see if any of those suggestions work. Everyone's tax situation is different so you never know.
Also, I just hope we even get a paper check. I was just thinking of the last stimulus back in 2008 and it was a bad situation then too. I've read that millions of people never got it, me included. I was just to young to know any better. I just hope this isn't a repeat.
