@WayneBDull - i do not see this as identity theft but maybe a fraud attempt.
some red flags
1) why would the return address say "white house" with the IRS address. I am not aware the IRS is sending out letters
2) certainly many are getting $1200, so that is an educated good guess
3) did the letter specifically mention which bank or was it broad? by law, the IRS was only to use bank account info on file from the 2018 or 2019 tax returns and only from refunds! what made you jump to the conclusion it was from a bank from 4 year back?
4) did the letter ask you to call them? this is the IRS call center number: 1-800-829-1040. what number was in the letter?
5) many are having issues with the IRS portal in that they can't get the address to match the iRS records, so you are just one of many experiencing that
