After you file

I have never received my card.  I have an email telling me to activate the card.  I tried customer care line to get a replacement card.  I CANNOT DO THIS BECAUSE I DO NOT KNOW THE LAST 4 DIGITS OF THE CARD BECAUSE I NEVER RECEIVED IT!!!!!  I have the account number and the routing number, however these do not work to get a new card.  I NEED TO SPEAK TO A HUMAN!!!!!  I will be reporting this to the Better Business Bureau and the Attorney General today.  I will never use this service again and I will share all of these complaints with people so they do not use this service either.
