I'm in the same position.  I received the "No payment Status" until I filed my 2019 return yesterday.  Now, it asks me to fill in the bank information BUT because I have no payment due or a refund, it fails with a "technical error".  They require you to select either "payment due" or "receive a refund" and provide a non-zero value for the amount.  In my case, it's neither.  I tried twice, each time selecting payment due or refund with a zero value.  In both cases, I got "technical error", try again.  In short, the IRS does not accept bank information IF you do not have a payment due or receive a refund.  A (not uncommon) corner case that their programmers failed on...
