I'm in the same position. I received the "No payment Status" until I filed my 2019 return yesterday. Now, it asks me to fill in the bank information BUT because I have no payment due or a refund, it fails with a "technical error". They require you to select either "payment due" or "receive a refund" and provide a non-zero value for the amount. In my case, it's neither. I tried twice, each time selecting payment due or refund with a zero value. In both cases, I got "technical error", try again.
