Everyone can "Start for Free". But the Free Edition is suitable for only the simplest returns with no additional schedules. Depending on your personal tax situation, TurboTax determines if you must upgrade to a paid edition. Once you're required to use a paid edition, the state tax preparation program is no longer free.
