I should also indicate I contacted Turbotax about the problem hoping they had some corporate muscle they could flex with Green Dot to resolve the issue , and while they did open a trouble ticket, they closed it rather quickly basically washing their hands clean telling me that it could only be resolved by contacting Green Dot customer service, which of course didn't go anywhere either as describe in my earlier post above.
