@Sara56lynn - here is why: 

 

when you had the fees deducted from your refund, what really happened is that a temporary account number was provided to the IRS.  THAT IS THE ONLY ACCOUNT NUMBER THE IRS HAS.

 

the fees were deducted once the refund went into that temporary account, and the remaining money was put on your permanent account number.  

 

the IRS was never provided that permanent account number - they were only provided the temporary one, which is now closed.  that is the way it worked when you had the feed taken out of the refund or had an advance loan. 

 

the rebate comes directly from the IRS; Turbo tax gets no piece of it and it does not run through their hands in any event.
