Stimulus payment with taxes owed in 2018 and 2019?

Hi, there.  New member, first question.

 

My wife and I have filed our joint 2019 return, which was submitted and accepted on April 9.  We owed taxes, and provided banking information for the tax payment to be taken out at a future date (in June).

 

When we filed our 2018 return, we also owed taxes, but paid then by check after the return was submitted.

 

The IRS "Get My Payment" portal says: "We cannot determine your eligibility for a payment at theis time", and does not provide any option to submit direct deposit information for a stimulus payment, which we should be eligible for based on our income.

 

Two questions:

 

1) Does the banking information we submitted this year for direct withdrawal also count for direct deposit of the stimulus payments?  If not, where do we go to provide that information?

 

2) Does the IRS deduct any taxes owed for 2019 form the stimulus payments?  I don't have a problem if they do, since we'll owe the taxes anyway and it would just save us a step, but some clarification would be appreciated.
