They say you won't have to pay it back. 

It is an advance of a credit for 2020 and (we are told) will be on the 2020 Tax Year return, but (we are told) if the taxpayer is not eligible for the full credit, they won't be required to pay it back. Only people that didn't get enough will get more on their return.
