After filing, IRS didn't recognize my Child Credit and now I owe them...

After I filed  my 2019 taxes, I waited for more than 4 weeks and didn't get my direct deposit refund. 

I checked my “Refund Status” online on the IRS website. I was very surprised to find out that I owe over $1000 instead of on receiving more than $4500 refund . It says TAKE ACTION,

It says: “Detailed information concerning a change we made to your tax return is not available here.

Please call and talk to one of our representatives or wait for the notice we sent you for more information”

I called the IRS at [phone number removed], nswering machine answered and said that because of the “At this time we are unable to provide live assistance due to reduced staff level…you may continue to use our self service tools on the IRS website for the latest information…coronavirus…)

I didn't receive a notice yet, I created an IRS account and digged inside to see what is the problem.

I found out that the computer system at the IRS didn't accept the 6000$ tax credit for my kids, I went online and used the automatic tool to check if I'm eligible for the child credit and I confirmed I'm eligible. So because I don't want to have problems with the IRS, I transferred the amount they are claiming from my debit account.

So why the IRS didn't recognize my child credit, although my TurboTax filing conformed that I'm eligible and auto calculate my refund, Turbotax says:“The calculation on your return are backed with our 100% Accuracy Guarantee”

What should I do since I cannot talk to IRS because they don't accept calls?
