We have no idea what number you are calling.   If it's an old Turbo Card from last year, it may have a different number on it.  It also depends on how many calls can be handled at once.  I just tried, and it answered immediately just now.

 

This is the number I used to phone the Turbo Visa Debit Card just now with no problem getting the automated system.
