If your return is being rejected because you didn't include Form 8862, it cannot be sent electronically unless you include this form, even if you don't remember receiving a letter from the IRS.
Basically, Form 8862 allows you to claim the Earned Income Credit or American Opportunity Credit after you have been disallowed in a prior year.
