TurboTax doesn't NEED guidance. The irs sends money to taxpayers. TurboTax needs to just deposit it onto the cards they scammed so many of us into getting or putting it our bank accounts. The irs doesn't need to, or care to, stipulate how TurboTax gives us our money any more than they do when they issue regular refunds.
