Do you mean you had a 2017 state refund that year that you chose to have "applied to the next year's state taxes?" If so, it's not TurboTax holding the refund, it's the state holding your 2017 refund to apply to the 2018 state taxes. Is that your situation, and are you now asking how to get your 2017 overpayment that the state has?
