Perhaps this will bring hope to some people:
I mailed back my form 8962 and copy of form 1095-A on March 03. Today I check "where is my refund" IRS web page and I see progress status bars again. I t seem that I shall be getting my payment on 04/01/20. The message "Your tax return is still being processed. A refund date will be provided when available." has finally gone away.
