I have this same issue. I was instructed to fill out the form online and then print it and fax to IRS along with the 1095a. I didn't get a letter from the IRS though. I found this out by calling the IRS myself. It's gonna delay the refund I was told (up to 8 weeks). Turbo Tax will never be used again in my house. This is ridiculous and nobody on Turbo Tax's end seems to care.
If you click on the little bubble that says live help an agent with turbo tax will step you through filling out the 8962 form. But they are mostly copying and pasting from some sort of help document so don't ask any hard questions 🙂
