Unable to e-File because TurboTax insists on FEIN number of Bank that gave Interest returns, even when the bank is a foreign bank, which does not have FEIN number.

After talking to TurboTax specialist on the phone, they said I would need to send by postal mail.
Why does Turbo Tax insist on FEIN number of a foreign bank, when they would never have it.
Simply why doesn't TurboTax give a separate option for reporting interest earned from Foreign Bank. Never had this problem for the past 10 years with TurboTax e-Filing.
