After you file
If the state return has changes when a federal amendment is completed than you are required to file the state amendment as well.
If there is no change to the state return, then there is no reason to file it. The IRS does alert the states when an amendment is filed, then the state may inquire as to why one was not filed with them. You can explain at that time that there were no changes to the state return.
The amended return is not allowed to be e-filed and therefore must be mailed. The mailing address for your area can be found at this link: Where to File Paper Returns With or Without a Payment
