Are you looking at the Tax Home page and seeing a "Total refund" or "net refund" where they summarize by adding the Federal and state results together?
If so, that doesn't mean TurboTax paid the state tax due for you. That just shows you what your bottom line is when you take into account the total of the Federal refund minus the state taxes due. It has confused people for several years, and we have complained about it.
Look at your actual state return to see if it shows you your payment choice for any state taxes due. In the PDF you can also look at the "Filing Instructions," and that page should show you how you chose to pay any state income taxes due. There may also be a "2019 State Tax Return Summary" page that may show what you chose. If those forms are not in the PDF you download at your Tax Home or "Your Tax Returns & Documents", we can tell you an alternate way to get the PDF with all the worksheets, if necessary.
