First be sure you have checked for updates to the 2018 software using the updater, or perhaps it auto-updated when you launched it after installing, but can't hurt to check again.

It sounds like you are stuck in a state download-install loop. Is this California by any chance? If so, the state files may be downloaded, but remains zipped and not extracted. See if the workaround below works for you. It might also work for other states, but California 2018 was the main culprit.

Select the Go menu.
Choose Go to Folder.
Enter ~/Library and select Go.
Navigate to the Application Support folder.
Open the TurboTax folder.
Open the forms folder and extract the state zipped folder listed there.
Once completed, relaunch TurboTax.

If that doesn't work, phone TurboTax Support and ask if they will furnish you a copy of the state software as a separate download in your account. Once received, you can then install the state software from that file.
