After you file
No, you can not deduct the difference between what your employer reimbursed you and what the IRS allows. This would be an unreimbursed employee expense with is no longer allowed as a deduction.
You may want to speak to your employer to ask if you can be reimbursed for the full amount allowed by the IRS for any mileage reimbursements you may receive in 2020.
