I don't believe TurboTax offers a refund anticipation/cash advance at this time of the year. However, there is still a FAQ for a "cash advance" if offered when choosing a Turbo Prepaid VISA Card, but it may be old info. The FAQ says "limited time offer", and I believe it expired last filing season. Also it was only offered to certain users who met certain criteria; not all filers would see the offer. I'm currently asking TurboTax to confirm that it's no longer available.
Whether anything will be offered next tax season has not been announced.
