After you file

"Add a State" is used to open an already-filed 2018 return, not a 2017 return.   As you noted, there is no "Add a State" for 2017.    I'll give you the complete steps to get the 2017 return with better instructions than TurboTax once you answer all the questions I ask below.   If you are in Deluxe, you may have some additional problems to work out first.

 

If you have located your 2017 return and access is locked when you try the link to "download/print the PDF," then the way to unlock it is to pay for a 2018 return in Free Edition with PLUS (19.99) or a higher edition.    We can tell you the steps to pay.  However, you appear to be in Deluxe Edition (at least that is what is indicated underneath your question above.)  Deluxe is 59.99 for a Federal return and 44.99 for any state return.   Is Deluxe the edition  you need/want for your 2018 return, or did you try to upgrade to PLUS and upgraded too far?     If you upgraded too far by accident, we can tell you what to do.  The method depends on whether or not you have already filed your 2018 return.

 

Please answer all of the following:

 

  1. Have you already filed a 2018 return in Online TurboTax, or is one still in preparation?  Or did you file elsewhere?
  2. Was the 2018 return prepared in Free Edition or Deluxe?
  3. Is the 2018 return in the SAME account as the 2017 online return?

There's also a free option if a return transcript will suit your purpose.   You may be able to immediately download one at the IRS website if you qualify to open an IRS account there.  Otherwise, to order a transcript to come by postal mail takes 5-10 calendar days.
