Please explain more. It's not clear what all you are asking. Have you already filed a Federal return, and are you asking how to check on a Federal refund you are expecting?
If so, how long has it been since you filed? Did you efile, or did you file by printing and mailing?
If you efiled, check with this tool to be sure it was successfully efiled and accepted:

If accepted, have you been checking the IRS "Where's My Refund" tool at the link below? You have to enter your refund amount correctly there. If you have both a Federal and state refund, be sure you are entering only the Federal amount and not a total refund amount. The Federal refund amount is on your Federal Form 1040, Line 20a.

You also mentioned a card but didn't explain anything about that. Did you choose to get your refund on a Turbo Prepaid Debit Card? If so, have you not received the Card after you were originally approved for it? It usually comes 5-10 business days after being approved. Or are you referring to some other prepaid debit card?
