Did you file a Federal return that year?  

If you used TurboTax, was it online TurboTax or desktop software (CD/download)?

Are you wanting to know how to file the state return at this point in time?   Or are you wanting help from TurboTax in how to respond to your state letter?    What does the letter ask you to do?

it was for tax year 2013, state of Georgia; Yes I did file a Federal Tax Return that year and no I did not use Turbo Tax but would like to know if I can use TT to file a state return for the year. 

I need help filing the 2013 on Turbo Tax if that is possible; I did not use Turbo Tax cause I did not file a state return for that year. 

Filing 2013 on Turbo Tax is NOT possible not if you even used Turbo Tax for Federal.  You will have to go to a local accountant to help you.
