Oops! There was a typo in my last comment above.
I meant to say I hoped you mailed them separately to the IRS and state tax agency and not both to only the state tax agency. The typo originally said "didn't" mail them separately, but I've corrected it. Sorry for any confusion.
If you DID mail them separately, then if the IRS received the Federal return, check with them on the delay, and if necessary the IRS Taxpayer Advocate Service.
