You see, that's exactly what I'm talking about in this country. It's nothing more than a plot and an attempt to get us so caught up in the middle of these blasted politics between companies and the government till there's nothing we can do about it. Therefore, Turbo Tax, as a licensed tax consultancy, needs to find out why they weren't paid off the top as their agreement with the IRS. This is a violation of that agreement between the IRS and tax consultancy. So, it looks like to me that this is indeed a fault of Turbo Tax for not ensuring said agreement was the agreement.
