The state and local governments report the tax refund you got, in the year they sent it to you. You are a cash basis taxpayer, so if you had to report this as income, you would report it in 2016, when you got it. Do not amend 2014.
You either amended your 2014 income tax return or the state/local government found an error on your 2014 income tax return and it was to your benefit so they sent you a refund. It could also be interest if the state/local government held your 2014 state/local refund too long.
