@humbleone2019 yes I received that same letter and was instructed that if the IRS took longer than the time frame instructed they would have to pay interest on the return for holding it too long... If there is no proof of it being fraudulent and you don't owe them an offset then they have no other legitiment reason to hold it therefore owing interest if kept passed the instructed time frame.
