After you file
What I finally figured out was I downloaded the turbo card app and put in my info (minus my missing card number) and when it showed my balance it also had the last 4 digits of my missing card number. I called NetSpend and when it asked me to put in the last 4 numbers of the card number i was calling about I used those. Then it said my card had been returned to them and I requested a new card. I'm currently waiting for said card so I don't know if all that worked or not but I'm hopeful. I hope that helps you.
