I have been hunting all day to find answer and it appears that our refund mine and my husbands is being helad by the Treasury department by what’s called a Treasury Offset. This is seemingly due to delinquent student debt. If you have not yet use the TSP website to see if they have received your funds they have an online form you can go through to do so and if they have not received the funds then I would start looking to see if it is being held by the Treasury for some reason.
