After you file
Just because you can order a transcript does NOT mean your return has been processed or that a refund has been released or a date for release set.... that is an old wives tale. Even if you have a date posted the IRS can still stop the refund to audit the return.
The IRS was not going to start processing returns until the 29th and refunds were not expected until 2/7 or later however this government shut down may effect that time table if it lasts for more than a week ....and don't be surprised if things are delayed much longer as the employees play catch up after the time off and begin returning to the job ...
Do I still have to deal with my taxes?
Of course! Though the bulk of IRS employees have been furloughed (just like they were in 2013 ), you're still responsible for filing your tax return. And if you're expecting a refund, it might well be delayed.

AND the IRS will hold all 2017 tax returns that have a tax refund which includes EIC and/or the Additional Child Tax Credit util mid-February. They will release the tax refunds in late February if there are no errors on the tax return.
