Received a letter from irs requesting a copy of my 2017 returns. I have to bring it to the office May 29th. I am trying to download it and print it. It is not alowing

why can I not download and print my 2017 return. it keeps saying I have to pay.I have never had to pay to download my tax returns on here. if I do have to pay where on here to I make that payment?
