I think part of it also is the P.A.T.H. Act. It bottlenecked the returns. I am still waiting and no update tonight. I did run into a postal employee yesterday who said she went through identity verification last year and it took her six weeks last year after she verified AND while she requested direct deposit, they sent her a paper check.
