Can I File my 2017 Tax return without my baby's SSN due to us working on her paperwork to make her a US Citizen while being overseas. Then can I make a amend to my taxes?

Currently overseas on a military base awaiting paperwork back from the consult. Unsure if it will get here in time. Is it possible to file and amend the taxes later on once received or should I file for an extension?
