After you file
Yes, you can file your 2017 taxes before you amend 2016. But, depending on why you are amending your taxes, you may want to wait until after you do the 2016 amendment so that the information carries over - i.e. if you forgot to add a stock sale loss that will give you a capital loss carryover on your 2016 return, then it would be better to amend your 2016 return and get the capital loss carryover to apply it to your 2017 return and then file your 2017 return.
