If that is how the HI department of Revenue wants you to include this information, then you should just send them the information how they ask for it.
Just fill the Schedule AMD - Explanation of changes on amended return. State your reason as " did not include copy of federal return with HI nonresident state income tax return" attach a copy of your federal return and mail to the Hi department of Revenue, P.O. Box 1530 Honolulu, HI 96806-1530
