You've always gotten a refund? That's odd because PA has a single flat rate tax with very few deductions/credits. Thus, if you work and have little other income, your withholdings usually equal your tax due.
Look for any data entry errors, and then compare PA 2015 and 2016 side by side. Something may stand out.
