After you file
Unfortunately, if you uninstalled the 2013 version off your computer since having originally filed it, re-installing it and using that reinstallation may make things worse. You'll need to do your amendment by other means.
TurboTax only supports their software for the current tax year (2017 now) and three years back. So even if you obtain the installation CD for the 2013 tax year, you can't get the required and necessary updates and corrections for the program so that you will "know" it's doing things right. Since the support lifecycle for the 2013 tax year and older is expired now, the 100% accuracy guarantee doesn't apply and won't cover you either.
But if you want to risk it at your own risk, you can probably find the 2013 tax year and older years on Amazon maybe. Just know that if you go that route, you're on your own if things come out wrong resulting in an audit.
Finally, if amending your 2013 return will result in a refund, you will NOT get it. The IRS gives you three years from the date you file a return to amend it and get any additional refund you may be due. After that three year mark, you can file an amended return if you want. But if any additional refund is due, you're not getting it.
Odd thing is though, if it results in you owing the IRS more tax, then you "have" to pay it, along with the interest that would have accumulated on that tax since the original filing deadline for the tax year in question.
