Amended federal returns can't be filed online, no matter what the IRS operator told you. (Their overall accuracy rate is around 50% anyway). Amended state returns can sometimes be filed online, but not by turbotax, only by using the state web site. After all, if you had somehow managed to file both forms correctly, it is very unlikely that the IRS and state would each lose your form, since they are processed in completely different offices by different people.
My best guess of your situation is that you never actually filed either amended return. Print new copies, sign them, and mail them separately to the correct addresses. You may want to use a mail service with tracking numbers. I don't know what else you need to send with the state 740X, but for the 1040X you need to include a complete copy of your tax return with the corrected numbers (all forms and schedules) plus the 1040X which summarizes the changes, plus any new W-2s if you added any.
