The IRS doesn't provide tracking on paper checks they mailed. But once they mail them, it usually takes about 3 to 7 days to receive it, depending on your mail provider in your area.
Overseas will take a while longer. If you haven't received it within 45 days after they mail it overseas, you need to contact the IRS by calling the International Taxpayer Service Call Center at 267-941-1000 (Monday-Friday, 6 am-11 pm EST).
