If you have already tried getting in touch with the IRS regarding your refund and have been unsuccessful, you can also contact the Taxpayer Advocate by clicking here: https://www.irs.gov/Advocate/The-Taxpayer-Advocate-Service-Is-Your-Voice-at-the-IRS.  

The Taxpayer Advocate is there to help you deal with the IRS when you are unable to get things straightened out on your own.  I know quite a few taxpayers that have been able to get things sorted out with the IRS very quickly through the assistance of the Taxpayer Advocate.

Unfortunately, you won't be able to get in touch with them until the government shutdown is over.
