If your credit card/debit card has already been charged the 39.99 for Premium Services, there's no way you'll be able to remove it.    Here's the way that it's normally removed, but these steps are for prior to purchase.  Once it's removed, then that is when one is supposed to pay.  If you already paid, then it's too late with this method.

You'll need to phone TurboTax Customer Support for assistance.   You can use the info in the FAQ below to reach them.  You'll first fill out a small form, and then it should assign you an incident number and phone number to call.  The number will not display when they are closed.    For the question line just put something like 'billing issue" without quotes.
