Generally, your federal tax refund can be offset for debts you owe to the federal government and your state tax refund can be offset for debts you owe to your state or its subdivisions. The following information may be useful:
Offsets of income tax refunds for payment of defaulted student loans or other debts to the government are managed by the Bureau of the Fiscal Service's Treasury Offset Program (TOP).
