If the IRS says that they sent you the Recovery Rebate Credit and you did not receive it, you will need to complete form 3911 to request a new check. If the IRS says you were not entitled to a the credit, you will need to complete a form 843, Claim for Refund and Request for Abatement. https://www.irs.gov/forms-pubs/about-form-843.
