On form 1040 of my federal return, should I have line 28 filled in with the amount from line 14i?

It states on line 14i of form 1040 that this is the remaining amount of my ctc and to fill in this amount of $3,850 to line 28. However, line 28 is blank on my return so would this cause me to not get any of my ctc?
