Sending money on PayPal w/ the turbo tax green dot debit card

I am trying to use my turbo tax debit card (which my refund was added to) to send money via PayPal. But I am getting “Contact Card Issuer,” and once I do that it seems that Green dot doesn’t allow you to use PayPal. Anyone else have some insight?
