If you indeed took it before Apr 1, 2020 then you *did* take all of your 2019 RMD so answer yes. That is still a 2019 RMD and not a 2020 RMD.
BTW: Are you aware that because of the CARES act the 2020 RMD is not required to be taken (that did not affect the 2019 RMD).
