If this is a 2019 or 2018 disaster that needs the new 8915-C or 8915-D forms, then the IRS has not released the filing specifications for those forms yet. Probably another month or two. They only released the paper version a few days ago and the schemas for tax software providers usual take 4-8 weeks after the paper.
