Are the Yes boxes checked on Schedule D lines 17 and 20? If so, the tax is calculated on the Qualified Dividends and Capital Gain Tax Worksheet, and Schedule D line 22 is not used.
You must have had a different situation on Schedule D last year, which did require going to line 22.
